1. WORLD BANK'S FLAGSHIP 2026 REPORT: AI COULD LET DEVELOPING COUNTRIES ACHIEVE IN A DECADE WHAT TOOK OTHERS A CENTURY
On 4 August, the World Bank Group released its World Development Report 2026: The Promise of Artificial Intelligence, its first comprehensive assessment of what AI means for developing countries. The report finds that jobs in high-income countries are more than three times as likely to be at risk of automation by generative AI as those in low- and middle-income countries – just 4.5% of existing jobs at risk in developing economies, against 14.2% in high-income countries – while 16.2% of jobs in developing economies could see productivity meaningfully boosted by AI, close to the 18.7% expected in high-income countries. Rather than urging developing countries to chase frontier, trillion-dollar models, the report champions “small AI”: low-cost tools that work through text messages, voice calls and basic phones, extending scarce expertise in health, education, agriculture and justice to millions who currently go without it. Concrete examples cited include an AI mathematics tutor delivered by SMS in Ghana that produced learning gains approaching one additional year of schooling for around $5 per student, and AI-assisted diabetic eye screening in Bangladesh that increased daily assessments by roughly 40%. The report's central warning: “the window to get this right is narrow,” and without deliberate investment in power, connectivity, skills and institutions, AI could widen rather than close the gap between rich and poor nations.
Why this matters and opportunities for IAAD members: The World Bank is explicitly telling the market that “small AI” – SMS-based, offline-capable, low-compute tools – is where the near-term commercial and social opportunity lies for developers in LMICs, not a compute arms race with frontier labs. The Ghana and Bangladesh case studies are close to ready-made product blueprints: IAAD developers building for health, education or agricultural extension in their own markets should study both closely as templates for what funders and governments will back next.

2. INTERPOL: AI NOW FUELS OVER HALF OF AFRICA'S CYBERCRIME, LOSSES DOUBLE TO $484 MILLION
In a report covering 36 African countries released on 3 August, INTERPOL's Cybercrime Directorate found that artificial intelligence is now implicated in more than half of reported cybercrime across the continent, automating “every stage of a cyberattack, from reconnaissance and phishing to extortion and evasion,” according to Directorate head Neal Jetton. Cybercrime inflicted at least $5 billion in direct economic damage across Africa in 2025, while reported financial losses more than doubled year-on-year to $484 million. One of the fastest-growing threats identified is AI-generated synthetic identities – combining real personal information with fabricated details to bypass biometric verification, open bank accounts, secure loans and register SIM cards. East Africa has become a hotspot for mobile money fraud and infrastructure-targeted ransomware, with financial institutions, telecoms and government agencies the most heavily targeted sectors. INTERPOL called for standardised digital forensic capabilities, better public-private intelligence sharing and expanded AI expertise among investigators – noting that only 8% of surveyed cyber intelligence analysts currently possess advanced AI skills.
Why this matters and opportunities for IAAD members: Fraud detection, synthetic-identity verification and AI-assisted digital forensics are now demonstrably underserved markets across Africa, with named, quantified demand: $484 million in reported losses and an investigator workforce INTERPOL itself says lacks the AI skills to keep up. IAAD developers with fraud-detection, identity-verification or security-tooling products should treat national police services, banks and telecom operators as live, under-equipped customers rather than a hypothetical market.

3. KENYA'S PUBLIC CONSULTATION ON ITS DRAFT AI POLICY CLOSES, PAVING THE WAY FOR AN AI SAFETY INSTITUTE AND RISK-BASED REGISTRY
Kenya's Ministry of Information, Communications and the Digital Economy closed public consultation on its Draft Kenya Artificial Intelligence and Other Emerging Technologies Policy on 4 August, after opening the process on 28 July. Developed by a multi-stakeholder technical working group drawing on academia, government, startups and civil society, the draft policy aims to “promote innovation, strengthen infrastructure and human capital, support sustainable development, and enhance Kenya's economic resilience and strategic autonomy,” according to the ministry's public notice. Building on Kenya's National AI Strategy (launched March 2025), the draft policy proposes a Kenya AI Safety Institute for testing and risk classification, a public AI and Emerging Technologies Registry, a risk-based classification system with mandatory registration for high-risk applications, and duty-of-care standards for workers in AI data-annotation and content-moderation roles – relevant to Kenya's large AI-outsourcing sector. All submissions received will inform the policy's review and finalisation ahead of adoption.
Why this matters and opportunities for IAAD members: If your product would classify as “high-risk” under a framework like Kenya's – or if you run or supply Kenya's AI-outsourcing and data-annotation sector – mandatory registration and new duty-of-care standards will directly affect how you operate. Kenya-based developers and outsourcing firms should review the final policy closely once published; developers elsewhere should treat this as an early signal of where LMIC AI regulation is heading.

4. NASPERS AND PROSUS REPORT: AFRICA'S AI WINDOW IS NARROW – AND CLOSING WITHOUT CO-ORDINATED ACTION
A report commissioned by Naspers and Prosus, “Africa's AI Imperative: Building Capability, Sovereignty and Scale for the Continent's Next Decade,” published 4 August, argues that Africa faces a defining choice between becoming a producer of AI or remaining largely a consumer of technologies built in the US, Europe and China – and warns that Africa currently accounts for less than 1% of the global AI economy despite having the world's youngest population. The report sets out five priorities for the continent: building sovereign AI capability, expanding computing infrastructure, creating African datasets, attracting long-term capital, and improving co-ordination among governments, industry and academia. It highlights companies such as Lelapa AI as examples of locally developed multilingual models built for African languages that global systems overlook and cites encouraging infrastructure signs including AI-factory announcements from Cassava Technologies, Dell Technologies and Altron, and Uganda's plans for a renewable-powered sovereign AI supercomputer. Its core conclusion: “The continent does not lack vision, talent or strategy. What remains scarce is the co-ordinated execution required to translate intent into infrastructure, products and policy.”
Why this matters and opportunities for IAAD members: Lelapa AI's success building multilingual models for African languages that global systems ignore is a concrete example of exactly the kind of product opportunity the report says is being left on the table. IAAD developers building for underserved African-language markets should study Lelepa’s approach, and the report's list of five national priorities doubles as a checklist of where funding and policy support is likely to flow next.

5. PHILIPPINES TARGETS ONE MILLION FILIPINOS FOR AI UPSKILLING, BUILT ON A FOUR-PILLAR NATIONAL STRATEGY
Speaking at the opening of AI Fest 2026 in Iloilo City on 4 August, Department of Science and Technology (DOST) Secretary Renato Solidum Jr. said the Philippines is aiming to upskill at least one million Filipinos in AI as part of a national strategy built on four pillars: computing infrastructure, human resources, partnerships, and beneficiaries (including the public and micro, small and medium enterprises). DOST is working with the Technical Education and Skills Development Authority (TESDA), the Commission on Higher Education (CHED) and private-sector partners to expand AI training across sectors including business process outsourcing and government agencies beginning to integrate AI into operations. Alongside the broad upskilling push, DOST is separately targeting around 1,000 highly skilled AI talents through supported master's and doctoral study, working through the National AI Center for Research and Innovation (NAICRI), which DOST launched in February 2026 to consolidate AI research, computing infrastructure and capacity-building efforts previously scattered across separate projects.
Why this matters and opportunities for IAAD members: A government actively building a one-million-strong AI-literate workforce, with specific focus on business process outsourcing and public-sector integration, signals a fast-growing pool of AI-aware talent and potential collaborators in the Philippines – and a live example of how governments structure large-scale upskilling that IAAD developers elsewhere could reference when pitching similar partnerships to their own governments.
